"scenario": "AV:N - The vulnerable path is reached by received X.25 network packets delivered through the kernel `ETH_P_X25` packet handler on an X.25 link. A remote X.25 peer can establish or use a virtual circuit and send fragmented DATA packets to the affected host.\nAC:L - The attacker only needs to send valid sequenced DATA frames with the M bit set until the 16-bit fragment length wraps, then send a final fragment. There is no race or condition outside attacker control beyond ordinary X.25 connectivity.\nPR:N - For an exposed X.25 listener, the peer reaches this kernel receive path through Call Request and DATA frames without kernel-level authentication or local privileges. Route/device setup is administrative target configuration, not an attacker privilege requirement.\nUI:N - Once the vulnerable X.25 service/link is present, exploitation is driven entirely by attacker-supplied network frames. No victim user action is required.\nS:U - The vulnerability affects the kernel networking stack and impacts the same host security authority. It is not a VM escape, IOMMU bypass, or cross-scope boundary violation.\nC:N - The overflow leads to an undersized skb reassembly allocation, but the subsequent `skb_put()` bounds check triggers `skb_over_panic()` before an out-of-bounds copy occurs. I did not find a defensible kernel memory disclosure primitive from this path.\nI:N - The reachable failure mode is a checked skb overrun panic rather than an attacker-controlled write to kernel memory. I did not find a defensible integrity-impact primitive beyond denial of service.\nA:H - A remote peer can repeatedly trigger `skb_over_panic()`/`BUG()` during fragmented packet reassembly, causing a kernel oops or panic. This is a high availability impact."
